How does the program work?
Applying for the rebate is a straightforward process:
- Submit your application: Complete your application online by visiting this link. The Wichita County Emergency Management Office or the City of Wichita Falls will review your application, depending on your location.
- Wait for approval: It’s crucial to wait for the approval letter before starting installation. The approval process will also check if your property is in a floodplain.
- Hire a Qualified Installer: Safe rooms must be installed by a qualified professional to be eligible for the rebate. You can find qualified installers through the American Tornado Shelter Association.

Eligibility and deadlines
To qualify for this rebate, the safe room must be installed on your residential property—rental properties do not qualify. Additionally, any installation completed before August 1, 2024, is not eligible for the program.
